Deadline Extended for State Winter Flooding Program

The California Department of Fish and Wildlife (CDFW) is extending the application window for its California Winter Rice Habitat Incentive Program (State Winter Flooding Program). The Proposal Solicitation Notice and application can be found here

The updated application deadline is Friday, September 25.

We have been working closely with CDFW to make improvements to the Program ahead of this second year of implementation.

Program Updates

  1. Annual payment rates have been increased to $15/acre
    • CDFW will contact all growers that are currently enrolled at $10/acre to begin the process of amending contracts to the higher payment amount. If existing enrollees would like to add acres enrolled in the program, they must submit a new application for those acres during this application period.
  2. Allows for contract periods up to two years of winter flooding
  3. Tenant farmers are now eligible
  4. Enrolled acres can be rotated around the farm in different years
  5. Enrolled acres must have been in rice in each of the immediate prior growing seasons during the contract period
    • The previous requirement that fields must have been in rice for two of the last three years has been removed.

Rice Levee Program – Deadline Reminder

California Waterfowl Association (CWA) is currently soliciting applications for the Rice Levee and Ag Corridors Program. This program is funded by the California Department of Fish and Wildlife, through the Nesting Bird Habitat Incentive Program, which allows private landowners to submit bids for the management of their internal rice levees or road edges for upland nesting bird species (Mallard, Gadwall and Pheasant). To participate in this program, rice levees and roads must be reconstructed or mowed before January 1st or left from previous growing season. Enrolled areas must be left undisturbed until July 15th.
